Ability for extensions to participate in OTel tracing

      As we file this ticket the ability for the server to use OTel to do traces is becoming prioritized and possible.

      Would be great to prove this out and allow extensions to plug into this as well.

      trevor.mcculloch@mongodb.com's opinion is that tracing is more important/impactful than enabling the metrics (linked ticket)
