In SERVER-119940 we refactored the code such that only the shard-local subset of authoritative information is serialized into the shard catalog collections.

However, in doing so we also moved in the resharding fields which should be a concern of the global catalog instead.

This ticket is about moving the fields out and ensuring nothing actually needs them in the authoritative shard catalog.
