The authoritative collections (and indexes) need to be created at upgrade and dropped at downgrade. This ticket will take care of that.

Note: ~~SERVER-119610~~ already ensures that the indexes (and collections) exist if a cluster is initialized in a version where the auth feature flags are already 'on'.
