Shards need to store information about the necessary chunk and collection metadata within their replicasets.

This ticket is about creating and initializing the necessary collections:

• config.shard.catalog.collections
• config.shard.catalog.chunks

This also includes the necessary indexes in order for it to function properly which should be a mirror of whatever is used for the CSRS.
