Implement a unittest component for runfiles access

      Wrap the @rules_cc//cc/runfiles library in a standalone component under the unittest module. This library should expose functionality to find a certain runfile, and it should work when running both sandboxed (i.e. running under bazel test) and non-sandboxed (i.e. running the standalone executable).
