Since the fixedBucketing property implemented under will only apply to new viewless timeseries collections, it must be stripped on downgrade. This can be achieved by leveraging the existing timeseries format upgrade/downgrade coordinator that is already invoked for every timeseries on downgrade from FCV 9.0.
