On upgrade to FCV 9.0, existing timeseries collections should conservatively adopt fixedBucketing: false, mirroring how SERVER-126822 strips the field on downgrade. Note this requires treating an unset fixedBucketing as equivalent to false in the create/$out option-equality checks, otherwise idempotent operations break.
