After ~~SERVER-126824~~ has removed the timeseriesBucketingParametersHaveChanged parameter from the global catalog, delete or replace with fixedBucketing all other references in the shard's codebase (being careful to remove the wrong usages).

Keep in the codebase the bare minimum code needed to unset legacy values on upgrade (~~SERVER-91231~~).
