      This makes the API contact cleaner, in the sense that the normal-secondary-connection path is explicit in the caller.

      This PR is [part of a larger effort](https://jira.mongodb.org/browse/SERVER-113493) to make state transitions verifiably safe in the log server manager, so having initialisation and secondary-reconnection share a path is useful.
