      Specifically when spawning the primary and secondary loops, and their dependencies.

      (the loops themselves can except all they like)

      The state machine transitions are marked noexcept and they almost all call "excepting" functions. Actually this gives us the behaviour we want (i.e. we crash on exceptions) but it would be good if that was explicit rather than implied.
