The current implementation of isFirstMigration() assumes that, for non-owning shards, the catalog will have a CollectionMetadata that will return currentShardHasAnyChunks() = false. In the authoritative model, this is only true if the shard is the DB primary shard, but all other shards will have a null CollectionMetadata.
