currentShardHasAnyChunks() is currently used mostly by migrations (both source and destination). The problem is that, in the authoritative model, non-owning shards have a null CollectionMetadata, so it's not possible to call this function in the first place. This ticket is to review usages of that function and add paths for the authoritative case if applicable.
