Enable random migrations in drop_config_collections suite

      The sharded_collections_jscore_passthrough_with_balancer_drop_config_cache_collections enabled the balancer specifically to ensure that there were a good number of refreshes ongoing. However, we only enabled the balancer and forgot to add random_migrations: true. This means that most of the time, there will not actually be any migrations ongoing. We should add this to the suite and backport it to ensure we have sufficient coverage.
