Thread glibc-floor search-extension artifacts into dist and dist-test on all Linux release variants

      Extend the extension download rules to the glibc-floor key(s); extend the include-files selects in the dist and dist-test install rules (top-level BUILD.bazel) from the two al2023 config groups to groups covering every Linux release family (x86-64 and arm64) with a validated artifact; add the config setting groups. With a floor artifact this is many platform keys mapping to one downloaded file, renamed at install time to lib/libmongot extension and lib/librerank extension shared objects as on AL2023 today. No edition condition - community and enterprise archives both carry the files.

      Acceptance:

      • tar listing of each affected release archive shows the four extension files (both shared objects plus signatures)
      • AL2023 output unchanged (or changed only per the manifest ticket's retirement decision)
      • non-Linux and any remaining AL2 build targets excluded

      Part of CLOUDP-437684. Depends on SERVER-133864 (the download rules name the manifest keys) and SERVER-133863 (Scope/TD threading shape).
