OplogProvider should be exempt from read ticket acquisition

      The OplogProvider is currently set to NonDeprioritizable, but it should be set to avoid ticket acquisition entirely (kExempt). NonDeprioritizable just means it cannot be set to low priority, but if the system is starved of read tickets then the OplogProvider can be blocked from making progress, which causes write unavailability
