SPM-4320 built the priority/maintenance port, the automation agent is currently in the process of using it and making it available. Tickets like SPM-4261, CLOUDP-319941, CLOUDP-362939, CLOUDP-412631 all sound a bit similar. We also have 4 exemption mechanisms: in-server priority markers, priority port, appName exemptions, and ip exemptions and it's unclear what uses what and when to use what. SERVER-134321 is an example of a bug that was introduced in this space and it's confusing and easy to do the wrong thing. We should clarify what the state of the world is, how engineers should think about each, and the diagnostics available in the areas of exemptions.
