Advance oplog time in projection_changes_type.js before waiting for change stream to reach it

      jstests/change_streams/oplog_rewrite/projection_changes_type.js hangs on disagg (BF-46469, same as BF-44136).
      It polls a change stream until it reaches the current $clusterTime, but on disagg the clock can run
      ahead of the oplog and with no-op writes disabled the stream never gets there.

      SERVER-131399 added advanceClusterTime() for this but only in change_stream_oplog_rewrite_test.js; apply it here too.
