The MoveRange coordinator terminated log (id 12960100) added by SERVER-134991 and expanded by SERVER-135164 reports a per-phase breakdown in lastPrimary.phasesMillis. That breakdown never includes finalizeMigration (Phase::kFinalizeMigration), because the log is emitted from MoveRangeCoordinator::_releaseCriticalSectionAndFinalize, which runs inside the kFinalizeMigration handler. A phase's duration is only recorded when its handler returns, which is after the log has already been written.
