During PR review https://github.com/10gen/mongo/pull/63706, a few code changes were made to the logging added for chunk migration observability. To avoid code drift across versions, this ticket adds in those changes to master, so when the back ports land, everything is consistent. One part not added is the legacy code path in the 9.0 PR - master cannot run with FCV < 9.0, so the 8.0 legacy code is dead code. Thus, there's no need to add the legacy logging there.
