      Treat auth issues as simply DOWN.

      But see linked ticket for complications. In particular, this may result in an asymmetric connection between nodes. There is already an outstanding bug regarding our behavior here, since we treat a node as "up" if we receive heartbeats from it, even if we can't heartbeat it ourselves, and thus our view of that node can get very stale.
