Count, write, aggregate and group commands against the config shard do not support retries

      With the bugfixes for enabling continuous config server stepdown in the sharding suite, we make all catalog manager operations and find commands support retries for network and 'not master' errors.

      Write commands, count, aggregate and group commands should be able to retry as well.
