      Count command should have retries to improve sharding usability.

      This is part of the improvements necessary to get the continuous config server stepdown suite fully functional. It currently encounters failures (and so blacklists certain tests) due to the lack of count command retries: count command arrives at a config server that just stepped down and command fails.
