      remove replicasets_legacy
      remove sharding_legacy
      remove SCCC support from sharding_legacy_multiversion
      remove sharding_legacy_opquery_WT
      remove handling of useLegacyConfigServers in shardingtest.js and any associated code, which starts or supports sync config servers.
