Enable dynamic linking build for Windows

      After all library types and symbols have been annotated per SERVER-27508, it would be possible to add a dynamic linking build for Windows. Our current dynamic linking builds run twice as fast as the static builds. Achieving the same gains for Windows development would be extremely beneficial.
