Remove Win2008 R2+ Windows Builders

      Once the fix for SERVER-18410 is committed, there will no longer be any additional behavior associated with the Win2008 R2+ builders - they builds they produce will be functionally equivalent to the Windows Vista builders.

      We should remove the declarations for these builders from etc/evergreen.yml.

      This will have a nice reduction in the number of Windows builds we need to run, both for per-commit builds, and for release builds.
