Advance minimum Windows version to Windows 7

      Windows Vista no longer has extended support, but we are still building for it. We should upgrade our minimum Windows target build to be WIndows 7 / Windows 2008R2. It is also important to note SERVER-28083, which had suggested removing the specialized Windows 2008R2 build, since it was no longer necessary once SERVER-18410 was resolved. Presumably, we should in fact do the opposite of what SERVER-28083 suggests, and simply remove the Vista builds and bump the minimum.
