setup_multiversion_mongodb.py script should attempt to download <branchname>-latest when major.minor version specified

      The changes from SERVER-24247 were unknowingly undone by the switch to use https://downloads.mongodb.org/full.json as the canonical download feed in SERVER-22150. Since the <branchname>-latest urls for the generic and platform-specific (SERVER-26604) versions aren't included, they must be generated using similar logic to what's done in bond/feed.go. Using the -latest builds from stable branches helps make it easier to do upgrade/downgrade testing by not needing to match up changes with our release cadence for older branches.
