      We would like the CAPI library to be built as a single shared object, assembled from many static objects. Conversely, there are cases where even in a dynamic build, it may make sense to make certain libraries explicitly static. Currently, the build system has a global switch, and cannot handle such exceptions. Teach the libdeps system how to handle mixed mode builds.
