Our Windows and macOS packages have names like:

mongodb-win32-x86_64-2008plus-ssl-4.0.0-rc0.zip
mongodb-osx-ssl-x86_64-4.0.0-rc0.tgz

These are confusing for various reasons:

starting in 4.0, the minimum supported version of Windows is Server 2012R2
these platforms no longer have SSL, but native TLS
