Create "buildscripts/evergreen_resmoke_job_count.py" that will determine the number of jobs to pass to resmoke.py. This should be similar to the existing "buildscripts/evergreen_task_timeout.py" script. The "run tests" function in evergreen.yml should be updated to use the new script.
