"shell: bash" being set incorrectly for shell.exec commands in etc/evergreen.yml

      The shell option should be nested under the params option for the command definition. The "setup jstestfuzz" function has it as a top-level key for the command definition. We should audit for other command definitions which have shell: bash in the incorrect location.
