This test was originally introduced to describe a deadlock involving index builds interrupted during a stepdown. Further information on the deadlock can be found in SERVER-42621. However, two phase index builds will cease to abort on step-down in SERVER-44186, making this test irrelevant. In this ticket, we will look into whether this test can be adapted to work with two phase index builds.
