Create tests for Atlas Workflows

      Atlas has existing workflows that we do not explicitly test. Here are some of the different cases:

      1. Adding a new node with initial sync
      2. Adding a new node with a snapshot
      3. Replacing a node’s data with initial sync
      4. Replacing a node’s data with a snapshot

      We should test these when we have a majority and minority of nodes down and "too stale" causing these workflows to occur.
