backup_lib for backup cursors must create subdirectories if they do not exist

      The backupData() method in jstests/libs/backup_utils.js assumes all files in a backup-cursor backup are either in the top-level backup directory or in ./journal. This is not always the case, so backupData() must create any subdirectories which appear in the backup cursor file paths.
