      This ticket is to implement ideally just the facade of the FilteringMetadataService as described in the design specification, so that it can be consumed by SERVER-46205, which comes up next. There is possibility that just a facade might not be possible due to the requirement to obtain filtering metadata for a specific shardVersion and clusterTime, so the service might have to be done entirely before SERVER-46205.
