With the decoupling of the CollectionShardingState from the CatalogCache, which will be done in ~~SERVER-46205~~, the FilteringMetadataService needs to become a participant in the migration commit protocol in order to be ensured that secondaries will be able to obtain metadata at the appropriate version.
