Temporarily make dbclient_rs_test use the ScanningReplicaSetMonitor only

      Currently, dbclient_rs_test.cpp uses a ReplicaSetMonitor version designated by the disableStreamableReplicaSetMonitor server parameter. However, until the test has been further investigated, make the test use the  ScanningReplicaSetMonitor only.
