Add support to resmoke.py undodb command to download recordings from a JIRA ticket

      Allow the undodb --fetch command to accept a JIRA BF or BFG ticket. the code should reach out to JIRA, find the underlying task (ex: "jscore_decimal"), and then try and find a task in the live-record build variant with the same name. If it exists, and there are recordings, download them.
