In SERVER-53042 powercycle_kill_mongod was temporary removed from Windows buildvariant, because with the current powercycle implementation it hangs right at the end of running powercycle.py script: https://evergreen.mongodb.com/task_log_raw/mongodb_mongo_master_windows_powercycle_smoke_kill_mongod_patch_881a8d0ddad5a9209ca6083736ac6729183ff25e_602cf85ad6d80a395f00f2e8_21_02_17_11_05_32/0?type=T#L3639

My best guess that this is related to port forwarding. Maybe we should explicitly kill all ssh connections to the remote host.
