Update syntax for backports_required_for_multiversion

      Update the syntax for the backports file to the following:

       

      The syntax for backports_required_for_multiversion will be updated with two new sections:
 * # Existing sections:
 * all:
 * suites:
 * # New sections:
 * last-continuous
 * all:
 * suites:


 * last-lts
 * all:
 * suites

       

      The new syntax will no-op for now until logic is added to parse it in evergreen_gen_multiversion_tests.py in a followup ticket.
