      Update the multiversion tests generator with the following features

      1. support specifying and running with lts and continuous fixtures by passing in the combinations of flags for last-lts and last-continuous to resmoke to replace the current old/new syntax
      2. Support generating the task YAML from backports_required_for_multiversion.yml
