Have tenant migration passthrough wait for garbage collection to replicate to secondaries

      If we have a lagged secondary during garbage collection, it is possible that we may not have fully cleaned up the migration on the secondary, which may cause migration conflicts in subsequent migrations if that secondary steps up.
