SERVER-55460 was an attempt to fix SLES 12 package testing, but the backport to v4.2 and v4.0 was unsuccessful and still caused failures. At the time, this was misinterpreted as a build image problem that we would investigate later, since the build image had changed and had interacted with other changes to cause similar failures. However, the real problem is that the -tools-extra RPM doesn't exist in these versions and the -tools RPM needs to be tested instead.
