Setup core test suite for optional config server

      Create two test suites using buildscripts/resmokeconfig/suites/core.yml and buildscripts/resmokeconfig/suites/core_txns.yml for all core tests we need to run with optional config.

      Use `patch_only` evergreen tag to prevent them from running on evergreen. (And we do it in POC branch anyway)
