We'll do POC using "develop" branch style Git workflow, target branch is PM-2290/SERVER-63598/POC-develop/optional-config-server

The goal is to create partially working implementation ignoring all complex decisions just to make it start. The crucial part of this is to make the testing infrastructure that will allow to reproduce the anticipated problems. The blocking tickets is what will count as a complete POC.

Please make PRs to the branch PM-2290/~~SERVER-63598~~/POC-develop/optional-config-server.
