      On upgrade, initialize the BalancerStatsRegistry during phase 1 of setFCV, before populating adding the number of orphans to range deletion task documents.

      On downgrade, destroy the BalancerStatsRegistry during phase 1 of setFCV, before unsetting the number of orphans from the range deletion task documents.
