serverStatus_does_not_block_on_RSTL.js must enable watchdog in order to exercise the section logic

      I believe there is some startup setting to have the server start up the watchdog. serverStatus_does_not_block_on_RSTL.js should exercise it properly to assure the no RSTL lock coverage.
