As part of this ticket, we should do the following:

update our passthrough to utilize the override mechanism introduced in the tickets ~~SERVER-70542~~ and ~~SERVER-70543~~
enable passing multitenancy and serverless-related flags to change stream multitenant pass-throughs
Change the number of nodes for replica-sets to 2 in change stream multitenant pass-throughs.
Pass required multitenancy flags to the change stream multitenant overrides hooks.
