We might want to consider creating multitenant variants of the change_streams_whole_db_passthrough and change_streams_whole_cluster_passthrough suites, ie. these take the base change_stream tests and upconvert them from single-collection to whole-DB and whole-cluster streams. 

This ticket should wait for SERVER-67267 to be committed. However, there might still be some uncertainties if we can make it work in the current scope of the serverless which only supports replica-sets in which case, we should wait for mongoQ support in the serverless.
