The changes committed under SERVER-66831 are based on assumptions introduced recently with data size aware balancing: set 1MB default chunk size, insert 10MB of data and expect the balancer to fail moving a jumbo chunk.

The test should be marked `requires_fcv_61` since the balancer in v6.0 is still working on the number of chunks, hence the balancer is not triggered and the chunk is not marked as jumbo.
